I found the fix!
http://developer.appcelerator.com/blog/2010/09/quick-patch-itunes-10-detection-using-1-4.html
It's related to iTunes 10 and there is a patch out. I didn't find out about it until I hit the developer blog. There needs to be a better way to find out about mission critical patches.

I got this problem as well.
I just got tired of it and created a new Project and then copy+pasted my "Resources" folder to the new project from my old project, and it worked (Plus I wanted to move the files from one folder on my comp to another, for better accessibility). I guess sometimes it just gets stuck?

I have a fresh install of Titanium and the iPhone 4.02 SDK. The new project screen puts a green check box indicating it found the iPhone SDK but when I go to test it on the emulator the SDK version is filled with "Loading" and never changes.
