Titanium Developer behind Proxy (Windows)

I am trying to install and set up Titanium Developer in a an environment that requires a proxy. I can access the internet from various browsers, etc. When I try to set either a user or system environment variable HTTP_PROXY, it still doesn't work. I have tried numerous formats including host name, ip address, including credentials (http://username:password=@ipaddress:port), etc. all to no avail.

My client will not be able to evaluate the product without this ability. Any help is appreciated.
